NRTS web portal is developed and hosted by NIC under Indian Nursing Council to maintain a Live Register of Nurses in the digital format. Under Section 15A(1), Indian Nursing Council is responsible to maintain Live Register of the entire nurses enrolled in the state register.


Nurse is a person who has completed prescribed course from the Nursing Institution recognized by INC and registered.


Accordingly Indian Nursing Council (INC) has planned to develop/implement software for Nurses Registration and Tracking System (NRTS) throughout the country to capture the data relating to active and registered nurses. The software for this project is being developed by the National Informatics Centre (NIC). The NRTS will be an integrated portal for Nurses Registration across the country connecting all SNCs virtually. The following are some of the Rationale:-

  1. Unavailability of accurate number of registered nurses/midwives in India.
  2. No live register.
  3. Duplication of names in the State Nursing Councils database.
  4. Time consuming process of issuance of Registration Certificate.
  5. Lack of standard uniform application forms and procedures for registration among State Nursing Registration Council across country.
  6. Multiple visits of nurses/ midwives to know their application status during reciprocal registration.
  7. Inadequate data in State Nursing Registration Council.
  8. Fake Registration certificates.
  9. No tracking mechanism of nurses/ midwives.
  10. Verification of nurses only by respective State Nursing Registration Council.

The objectives of NRTS will be

  1. Identification of nurses/ midwives with one unique number called a NUID number.
  2. Issuance of Nurse Passport comprising of complete history of nurse/ midwife.
  3. Online availability of data of active nurses/ midwives across country.
  4. Computerized Live Register for various categories of nurses.
  5. Non-duplication of nurses/ midwives data i.e., each nurse name will appear in only one State at any given time where they are working.
  6. Standard application form and procedures.
  7. Efficient service delivery mechanism.
  8. On line verification mechanism by organizations like teaching institutions/ hospitals/ clinics regarding registered and authentic nurse/ midwife.

Initiative taken up by the Manipur Nursing Council, Medical Directorate (MNC). As per guide line of the Ministry of Health and FW & Indian Nursing Council, New Delhi. The following activities are taken up by the Manipur Nursing Council, Medical Directorate. Implementation of Nurses Registration & Tracking System has taken up by the Registrar, Manipur Nursing Council and enrolment of Nurse Live Register has already done by an empanelled agency of Indian Nursing Council M/S Fino Pay Tech Pvt. Ltd.

- An employee of M/s. FINO Tech Pvt. Ltd. was nabbed for misused of information of nurses during the enrolment process of nurses and filed a case against the employee by the Manipur Nursing Council.


NRTS Project – The Manipur Nursing Council has completed Live Register of the 1st Phase of enrolment on 31st March’ 2019 as there were no turned up of nurses. Total enrolment of nurses = 8522 approx.

The INC conducted a Walk –in- Interview for 02 Office Assistant –cum- Data Entry Operators on 8th May’ 2019 at Office of the Manipur Nursing Council with the Registrar, MNC as chairman of Selection Committee.
